Hijiori style rattling kokeshi こけし (wooden doll) by 鈴木征一 Suzuki Seiichi (b.1944). Commemorating a 30th anniversary. Originating in the mid to late Edo Period (1603-1868) kokeshi are regional folk crafts, traditionally from 温泉 onsen (hot-spring) communities where visitors would often purchase them as a reminder of their stay.
